We're seeking a dynamic Senior Product Manager, Cards BIN Sponsorship to lead the development and growth of Cross River's BIN Sponsorship initiatives within the Cards product team, working with Fintech, processors and card networks.
You will be the connective tissue between Cross River's compliance and oversight obligations and the external ecosystem of card networks, third-party processors, and program managers. You will collaborate closely with our data engineers to ensure we have the right data pipelines and reporting in place for compliance oversight; and partner with internal teams such as Risk, Compliance, Treasury, and Operations to maintain our position as a top BIN sponsor bank.
You understand the "what" and "why" of the card lifecycle deeply enough to ensure Cross River's oversight and data requirements are met, and you can translate between technical details and strategic conversations with fintech executives and card network representatives.
What You Bring to the Table
- Available working some US hours
- Proficient in Hebrew and English both written and verbal, sufficient for achieving consensus and success in a remote and largely asynchronous work environment - Must
- 5+ years of Product Management, or Product Ownership experience in card issuing, acquiring, or payments; experience with BIN sponsorship, sponsor banking, or card network programs strongly preferred
- Deep understanding of card network franchise rules, BIN management, and the operational lifecycle of BIN-sponsored programs from a sponsor bank or network perspective
- Experience working with third-party card processors, program managers, or fintech, understanding how data flows between parties
- Strong data and analytics orientation: experience defining data requirements and using reporting to drive compliance oversight and product decisions
- Proven ability to collaborate across card network representatives, processors, program managers, and internal teams such as operations, compliance, risk, and treasury
- Familiarity with card network mandates, rule changes, and the process of operationalizing new requirements across a portfolio of BIN-sponsored programs
- Excellent communication skills, with the ability to translate technical concepts for non-technical stakeholders, shift between strategic and technical discussions
Bonus
- Experience designing partner reporting for BIN-sponsored card programs, including transaction, dispute, settlement, and compliance monitoring dashboards
- Knowledge of acquiring constructs (PayFac, ISO, ISV, Marketplace) and how they interact with a sponsor bank's BIN and settlement infrastructure
- Familiarity with card program compliance and regulatory requirements, including network operating rules, PCI DSS, Reg E/Reg Z, BSA/AML, and chargeback handling standards
- Experience at a sponsor bank, card network, issuer processor, or payments infrastructure company
- Passion for building card infrastructure that supports fintech growth, merchant acceptance, and inclusive access to payments
